I've been assured by the co-organizers for COD 4 that the computers will be able to run COD 4 smoothly, and that all the required software will be ready for the tournament. ESPGL did a very thorough confirmation check on this, so it is now confirmed.

It should about summarize what you can expect from the tournament. The official R & R so far for ESPGL organized tournaments can be found here. Though, the official release of R & R for the coming GameFest has yet to come. But I think it should be similar to those in the link provided.
